There were plenty of gangs, criminals, drug dealers, killers, and even cults. Not many could live there since the places aren't the best despite the high-tech stuff nowadays. Not everyone had a enough money to pay for their rent, so it's not that hard to find homeless people out on the streets. It's also not good to be nice all of the time.
