Ika Chu isn't against having people executed which he has tried to do to Hank twice, he's also a coward as he'll run when things don't go his way.

Typhlosion's are very temperamental pokemon which means it's pretty easy to make one mad, and if somebody was to make a Typhlosion mad they would let that person know by using the flames on their back or from their mouths to cause serious burns.
