Teruya is in charge of the Kisaragi Foundation's Financial department. He is a lighthearted person who's gifted in management and business. Teruya has a strong memory and great analytical skills. He's very determined and passionate about working under the Kisaragi Foundation. He alongside Rei Mekaru and Tsurugi Kinjo survived the killing game and later formed the Kisaragi Foundation. Teruya was raised by his father, Kojiro, who had owned a company called the 'Otori Mart'.
