A bald man wearing only overalls that locked himself in his house and went insane (as seen by his completely white eyes and the drool coming out of his mouth). He does not know how to speak properly. He's pretty much the violent and easily angered type; he literally carries an axe with him and he'll probably smash anyone with it.
