Earth is much changed, it’s been millennia since the surface was habitable. The surface is mostly water, the last acts performed by the now impossible to maintain space infrastructure of old earth was to crash ice asteroids into the planet to raise sea levels. Most cities cluster around underwater volcanic hotspots for power and easy plant growth. Tech varies from city to city, some barely maintaining their habs, others exceeding old earth tech.
