Codenamed "The Captain," he is an honorable and powerful warrior who is deeply respected by his subordinates. With the political and economical power invested in him, the Captain could call upon almost any resource in furtherance of the goal of the Fatui. He could command the authority of any Fatuus who weren't themselves Harbingers, and presumably wielded unquestionable authority.
