Babel’s lowest ring is near the time of replacement, only decades from joining the countless rings below the cities surface, inhabited only by merpeople and aquatic monsters. The next ring is under construction, and will be finished around the same time the lowest becomes uninhabitable. The city has a monarchy, but the real power is in the Mage’s Council, the Watchers of the Sea, the Production Guild, and the Assembly of Lords.
