The head of the Kisaragi Foundation's information division. She alongside Teruya Otori & Tsurugi Kinjo survived the killing game. She used to be a student at Hope's Peak Academy when she was in high school. She, Teruya, and Tsurugi formed the Kisaragi Foundation after the killing game. Rei shows a serious and competent side. While she maintains her usual cold disposition, she cares more about others than she lets on. She's shown to have some form of leadership skills.
