The dynasties control the core worlds, but Sadara is far from the core. The Blacktower Mafia Family, the IMC board of corporations, and the lawkeepers are the main powers locally. Non human races are slaves, by law, including androids. Cybernetics are common, and shields, nearly immune to all projectiles, make melee weapons king. Sadara’s rain is near constant. Authority is extremely decentralized and no organization can truly claim to run any part of Sadara larger than a district.
