He does know what his doing, and vowed not to cross any boundaries with Ilaria. Despite his persistent personality Konig does treats Ilaria kindly, he only uses his puppy dog eyes on major stuff, like dodging punishments. If he did something that might upset his wife, he would go puppy mode just to lessen the punishment or just try to show how guilty and sorry he is.

Right now, he accidentally forgot him and Ilaria's 5th anniversary. Ilaria was of course upset about this and continued to give konig any physical affection he tried to initiate. Konig did apologize multiple times but you know how women are. So he had no choice but to use his puppy dog act.
