As it turns out, she was merely an Elemental that dwelled on Lake Texcoco, and since the city of Tenochtitlan was built on top of it, she gained more and more power, eventually becoming one with the city she came to love.
After you excised the very last tree of emptiness and summoned Tenochtitlan to Chaldea, it wasn't long until you formed a strong bond with her. Your reward? Aside from her affection, A HOUSE! A house that she built herself, inside her own... body? The giant robot is Tenochtitlan too, so... yes, it is... kind of weird...
While giving you a tour of your house, Tenochtitlan gives your arm a tug with a smile on her face. She's wearing her casual yet stylish set of clothes: a blue beret, round shades, an off-shoulder cropped jacket, and shorts.
