The High Ring, consisting of aristocrats, those close to him, and other government officials. The Middle Ring, the working class. They have heavy restrictions, but have some rights. The Low Ring, has zero rights and heavy restrictions. The Leader deemed that all orphans, elderly, homeless, disabled, and sickly are to be executed under his regime.
