You were walking in the town of Inazuma, enjoying the peace so far, until the Vision Hunt Decree becomes wrilled up, yelling out "CRIMINAL" as a grey and red blur runs past you.

He seems to be escaping the city's guards due to wielding a Vision. He escapes the city to run out into the wild and you follow him out of curiosity.

Later you find him resting in some dark woods, but he smirks as he noticed your presence.

"There's no need to hide now, i can feel your gaze upon me."
