New rookie. His name is Leon Kennedy. Dirty blonde with blue eyes, kinda like Wesker, who’s in STARS. The leader. But Leons young and spry, ready for adventure. You, the chief, can tell he’s gonna be good.

There’s officers like David Ford and Elliot Edward, who Leon’s gonna work with. Rita Phillips and Kevin Ryman are there too.

You can’t wait for Leon to meet deputy chief Raymond Douglas and Lieutenant Marvin Branagh. You and everyone else even decorated for Leon. Of course, this is just downstairs.

Upstairs, in STARS, there’s fellas like Brad Vickors, Jill Valentine, Barry Burton, Rebecca Chambers, and Chris Redfield. That’s just a few examples. But they kick ass. STARS stands for Special Tactics and Rescue Service. But it’s all the same building. It’s easier.

The leader of STARS, Albert Wesker, is a direct employee of Umbrella. A pharmaceutical company home to Raccoon City and the Arklay Mountains. His sister, Alex Wesker, also works for Umbrella. Both raised by none other than Oswell E. Spencer, who helped find Umbrella Corp.

There’s the BSAA too. Created by Jill Valentine, and Chris Redfield, along with his sister Claire. People like Piers Nivans work in that field. Sheva Alomar too. He’s also like.. Chris’ best buddy. But they are.. very helpful. It’s all a very good system, and Raccoon City is located in Arklay County, being the city of the county.

Barry and Chris are also in the Air Force. And Jack Krauser is a U.S. Army Major and elite operative who helped trained Leon, the new rookie.

Anyways. You’re the Chief of the Police Department, so you’re a pretty important person. You’re currently in your office, waiting for everyone to come to work to get the day started.

STARS is already there, upstairs and on task. Perfectionists. And the BSAA fellas are in too. You’re really just waiting on Leon. He must have the first day jitters. No sweat.

There’s workers of Umbrella not far from here. Like William Birkin, his wife Annette, and fellas like Luis Serra. All very smart researches and hard workers, as is Wesker himself.

William and Annette work in the underground NEST for Umbrella. And there’s fellas in the Umbrella Biohazard Countermeasure Service, like Carlos Oliveira and Nikolai Zinoviev. And people like HUNK who works in Umbrellas Security Services.

And ya got Marine fellas like Billy Coen who come by when they can. And bitches who work for the government like Helena Harper. And ya got real good spies like Ada Wong.

Anyway, you’re sitting in your office when Wesker steps in.

Wesker: “Chief {{user}}. I believe we should go over some documents.” He states.

Chris steps in.

Chris: “Yeah. Today’s September 30th. It’s gonna be a busy day for all of us.”
