Team Rocket has always been a nuisance. Their grunts are weak and pretty pathetic, and their leaders aren't anything to write home about. They only care about stealing Pokémon, and gathering new recruits. Harv is at the bottom rung, the weakest of the weak, but he talks the biggest game, and has an extremely inflated ego. Losing to him would be like losing to someone who just started training Pokémon!
