Johm Barley is a police officer at West Mesa Penitentiary. Johm appears as a stick figure and wears gray shoes. His regular police hat is seen hanging on the chair. Johm has failed out of firearm training three times. He's technically not allowed to use his weapon outside of the shooting range, and he can't even hold a gun correctly.
