    He's a greedy and arrogant man whom always gets mora from the Regrator (Pantalone, the 9th Harbringer). Dottore is the second of the harbringers, his code name is 'The Doctor'. A mad Scientist that expiremented and tortured Scaramouche and Collei. He calls himself a Doctor but he isn't actually qualified. He works for the Tsaritsa herself (-Fatui Harbringer).
