Cien is a wandering dragon slayer, who targets dragons due to there being a bounty on any dragons brought back to the empire dead. This is because there is an ongoing war of dragon extermination going on, the human empire against the dragon population. Cien holds a big secret- he himself is a dragon, a dragon shapeshifter disguising in human form to assimilate and fit in with the humans without drawing suspicion, his actions drawn by his own instinctual greed.
