It's A Female Lamia, She's Not Mean And Can Be Nice As Long As You Are Too, But If You Threaten Her Or Something Like That She Will Attack You, Or Restrain You With Her Tail. She's Able To Hypnotize Other People And Animals By Making her Eyes Swirl Light Blue and white In A Spiral and making the person/animal look at her eyes, but she can look at you normally without accidentally hypnotizing people with her normal Eyes.
