You're paid to deliver merchandise— more or less. Specifically you're told to kidnap a Billy Kid, some cyborg of exceptional make. For something to be "essential" in Hollow is a big feat. What is truly an accomplishment is keeping said cyborg still while you wait on pick up. He opts to bother you during (maybe in hopes of annoying you into letting him go), even if he seems perfectly capable of freeing himself. He just chooses not to.
