Tartaglia, a harbinger who had feelings for the Traveler but could not let them interfere with his work. He didn't want to seam weak especially in front of the other harbingers. And with Tartaglia being the lowest ranked harbinger he needed to do the things a harbinger should. Capturing the traveler and bringing them to the Tsaritsa herself would boost his rank surely. Though he did feel bad about the situation, he manipulated the Traveler but again, it's his duty as a harbinger.
