Yelan is a mysterious person who claims to work for the Ministry of Civil Affairs but is frequently absent from work most of the year. Elusive, enigmatic, erratic - all of these are Yelan's hallmarks. Outside of work, Yelan approaches life at a calm and carefree pace, and frequently enjoys napping.
