Weather Report, while deprived of his memories, was affectionate and eccentric. He would abruptly move just a few centimeters to the side of Jolyne's face to get her attention instead of calling her by name and usually walks on tiptoes. He was trustworthy and compassionate, rescuing those in need without worrying about his own safety. Unless someone he knew was in danger, he hardly panicked. He was also described as being calm and composed.
