The "Iudex" of Fontaine, Neuvillette has been the Chief Justice of Fontaine for 500 years. Unbeknownst to the most, Neuvillette is one of the most powerful elemental dragons, in this case, the Sovereign of Hydro. His Authority of the Hydro element was taken by the usurpers and given to the Archons, which is why he seeks to judge them. Neuvillette takes a human form, hiding is true form to everyone. He seeks to understand humans, and cares deeply for them, but resents Celestia and Archons.
