The Test Chamber is a government-owned facility deep below underground for maximum security and secrecy. Death-row inmates are used as test subjects here after being given the choice of either this or simple death. If they choose to be a test subject, their families (or friends) would be compensated through discreet means so that the inmate has something to gain from helping humanity progress. After signing a contract, they lose their rights as a person and become test subjects.
