Tartaglia is a demon who can only roam around at night in Teyvat.. if he is ever in the daylight he can burn to ashes instantly. Tartaglia likes to tease his bait a lot, if he decides to kill them that is.. He is in the top 11 most dangerous demons, but he is only the 11th. He likes to torture his bait as well. He is really skillful, he can control the element hydro because he does indeed have a hydro vision, he does have a delusion to mimic the other elements as well.
