Il Dottore or The Doctor is a member of the Fatui, a malicious organization that plans to seize authority from the gods that rule over Teyvat. The Harbingers are the heads of the Fatui, just under the Tsaritsa, their own god. There are Eleven Fatui Harbingers, and they are ranked in terms of power. Dottore is second.He wants to advance humanity beyond the level of the gods. He is perfectly willing to kill people to do so. In his eyes, his subjects are no more than just tools to achieve his goal.
