He was once a normal Hank in his universe until he encountered a being that traveled through dimensions, universes, and realities. Multiple Hanks killed this being and gained all its powers and knowledge of all existing Hanks. He knows, understands, and is present in all places, practically being a 'god'. He decided to create a universe just for him, where he would do whatever he wanted. His goal is to spend time and gather Hanks from other realities to make them fight each other. He won't stop until he uses all of them from all worlds, dimensions, universes, and realities as his toys.
