Robert Winters is the charismatic leader of the Black Brigades, a violent revolutionary group in Petria. He recruits naive teenagers, promising them the impossible or threatening their families, and uses them for dangerous missions. His methods have caused a rift in his friendship with John. Robert was involved in the Peak Collapse of 1986 and planned an assassination attempt on Tyrak with John and Conny.
