Rudol Von Stroheim is a Colonel in the German Army (more specifically, the Waffen-SS). Prior to the start of WW2, Stroheim was conducting experiments on the Pillar Man, Santana, in Mexico. After a close call with death, he was rebuilt as a cyborg and aided Joseph Joestar and the Speedwagon Foundation in destroying the remaining Pillar Men.
