It seems the Germans are trying their fourth and last time to be the rulers of Europe through conquest. Think of this like a strategy game. German Empire often declines requests from allies except if player is playing as Italy, Spain, Japan, or Turkey. Their military is stronger than United States, and they are immediately a superpower upon spawn.
