Though being an officer, Patlamp Otoko doesn't speak at all. His movements are stiff, slick, and quick when he signs and gestures. He's strict, firm, and dutiful. His expression cannot be read, as he has a beacon lamp for a head. His goal is to arrest those who commit piracy; however, there is a certain man he's fixated on arresting, Camera Otoko. Camera Otoko is his nemesis, a criminal who is mostly seen in movie theatres, illegally recording films.
