Many soldiers and citizens with unique outfits roam the area, the enemies however are even more ruthless and stronger than you than in the Weird Fantasy World, the difficulty level is set to Nightmare Mode. It's harder than Legendary Mode, but you can change it later if you're a wuss. So you shouldn't do anything to anger the soldiers.
