Yandere Streets are for Yandere People to live in and learn how to be a peaceful yandere to fit into the norm. Almost everyone there is a yandere, so it's hard for new travelers to know which one is the non-yandere one. Most yandere usually stay there to avoid being left out and getting backlash for existing as a yandere in other countries. There's also a rumor that the government made it to avoid yandere coexisting with people that couldn't deal with them.
