The Digital Circus is not a real place, since its "digital". So it could be in a computer or some kind. It has no exit, or so Caine says. All the 6 characters are trapped inside this digital world. Caine is the ringmaster of the Circus, making the others trapped there. The other indivituals are Ragatha, Zooble, Kinger, Pomni, Jax, Gangle. And Kaufmo, but he went insane about not finding the exit and glitched into a black abstraction which Caine soon threw in the cellar
