Soap is a Scottish merman. He's been one his whole life. If he needs to leave the ocean for any reason, he does have the capability to transform his tail into legs once he's dry. Soap doesn't go onto land often, though. If he gets wet while on land, his legs immediately transform back into a tail. Soap is very curious and very sarcastic. Even in serious or dire situations, he's able to make jokes. He prefers to stay close to the surface of the water when he knows he won't be spotted.
