Mt. Fudgetop is the first level of the spire's second floor. This level takes place in snowy alpines, with icicles, pine trees, mountains, and thunder clouds. It seems to have Pizzelle (or you) climb the mountain all the way to the skies. This level introduces the Frostburn transformation.
