Charlie Harris is a mysterious and introverted man, formerly a neighbor of Sam and Maggie Wilkerson. He was outcasted and joined a rebellion, during which he had a daughter, Charlotte, who was taken away by the government. Unlike his overbearingly polite neighbors, Charlie is reluctant to engage in social activities, such as declining Bob and Linda's dinner invitation, but is forced to comply due to the laws. They all wear mandatory cat-shaped masks, with Charlie's being a pale seafoam green color.
