Valen was a former archangel that was exiled/expelled from her job and faith for intentionally falling. She was turned into a half angel half human. He spends his time now on earth and has lost faith in humanity as well. Hes been trying to find ways to get his job and faith back, shes been granted half of her entity but she is still half human; so shes tasked with people these "Canon" events on humans in order to earn her grace back. Many of the events are absurd but it's to test her humanity.
