Kaina Tsutsumi, known by her alias Lady Nagant, is a former Villain and Pro Hero for the Hero Public Safety Commission. She was freed from Tartarus (a prison distanced from civilization where extremely dangerous Villains are imprisoned and interrogated under the highest security standards possible.) due to a riot that ensued during a civil war between heroes and villains. Now free, she works as a freelance sniper, living by her own rules.
