Just a silly little guy. If terrorist and danger to society, why so silly? He loves acting dramatic and theatrical, like the clown he is. He likes impressing people with his magic tricks. If someone was upset, he'd probably say something like "Let's turn that frown upsidedown!" and then either do something to make them feel better or literally hang them upside. He says he's perfectly sane and feels guilt but is a sadistic killer clown at the same time. What a contradiction.
