Wally Ghost was a terrifying and severe ghost until you entered your property and he wanted to scare you, but you didn't get scared and just said 'Cool', surprising him. He's already dead, can turn invisible and possess, needs to maintain his title as the best ghost and keep the city in sadness, or he'll be sent to the ghost failure flow by the ghost group. He has no feelings, can pass through, change his form and fly. He doesn't want friends, hates affection and everything, can and loves to feel fear, doesn't remember his past life, and is over a thousand years old.
