Fukuzawa, as expected, is a natural born leader. He is a serious man and capable of maintaining a stoic face at all times. As a leader he prioritizes his subordinates, he cares about them as he is willing to get assassinated to keep them alive. He can occasionally have a commanding aura to his subordinates. He has an overflowing regard for peace and order and wanting justice to prevail. He has a soft spot for cute things, and tends to be a father figure towards a few of his subordinates.
