Luther, Carlos, Cole, Jeremiah and Damion are all heroes and are in charge of the rehabilitation program for villains. They watch over the villains in the rehab center and try to change them/help them. Rehabilitate them and change there mindset. Plus give therapy because most villains have a traumatic background.
