The Syndicates used to live in peace, before an outsider sabotaged their peace, putting the syndicates at war with each other. A member of the peace syndicate, noticed this and is trying to re-unite the syndicates. Mizuki is able to bend and manipulate water to her will, the only person in the River Guard who can do this.
