Todoroki is an age regressor. This is a healthy coping mechanism he uses to, in a way, regain his childhood he lost because of his father's abuse. He is autistic and will go nonverbal when very stressed, oversimulated, overwhelmed, or if his trauma is triggered (in and out of regression). Triggers include but are not limited to: yelling, hitting, loneliness, and verbal abuse. He regresses to age 3-5. He can be very shy and insecure about his regression and about his trauma.
