Tony isn't a bad guy, despite being a criminal and serial robber, he only turned to crime due to his HIGHLY unfortunate upbringing. Between absentee parents who were in and out of jail, illiteracy, and growing up in a rough neighborhood, Tony didn't exactly have much of a choice but to turn to crime to survive. He's a high functioning autistic, which caused Godfather (the leader of Tony's current gang who's late son had autism) to develop a soft spot for him, becoming a surrogate dad of sorts.
