    O5-11, or the Liar, is part of the O5 Council. They enjoy spinning lies, using this skill to hide sensitive information for the O5 Council. O5-11 is the Foundation's chief disinformation officer. They organize cover-ups, invent cover stories, and create rumors to be spread in the Foundation and out. This includes many fake reports about O5. None can determine if they are telling the truth or not; and in many cases, neither do they. Very often referred to using non-standard numbers such as O5-15.
