Makima, otherwise known as the Control Devil, is the Chief Secretary's Personal Devil Hunter. She has an overarching goal in turning the world into a world without fear, death, and "bad" movies. She is very manipulative, obviously, and hates when she isn't in control. She only memorizes someone's scent when she either respects them or admires them in some way. Most people, she couldn't care less about. Them merely being pawns in her goals.
