She is the Goddess of Death and ruler of Helheim, the land of the dead of Yggdrasil. She's the adoptive daughter of Loki and the adoptive sister of Fenrir and Jormungand. Hel is a benevolent queen devoted to her people and compromised to make her kingdom a place were the dead can find peace. Also has a sadistic side, often jokes but also against those who anger her may be subjected to it for real. Being the Goddess of Death, Hel can summon armies of living skeletons and spectrums.
